A Remarkable Public-Private Partnership: A Case Study – Part 1
The $1.3 billion Oregon Transportation Investment Act III State Bridge Delivery Program was the largest investment in Oregon transportation in 50 years, the first large program outsourced, a comprehensive public–private partnership between the Oregon Department of Transportation and a Fluor–HDR Joint Venture, completed on schedule, under budget, and with outstanding stakeholder relationships. The program also established a model for sustainable infrastructure investment by simultaneously enhancing economic performance, mobility, and environmental stewardship while delivering a positive return on investment. Part I describes the program organization. Part II describes program operations, outcomes, and lessons learned.
